The United Arab Emirates are introducing electronic Pre-loading Advance Cargo Information (PLACI) requirements.
Filers will need to register and carriers will be responsible for filing import, transit, and freight remaining on board (FROB) information in advance of the flight arrival at the destination, for both short-haul and long-haul flights as well as Export information. The information must be transmitted as early as possible before loading.

What do I need to do to connect to TGS?
Carriers only need to send their IATA Cargo-IMP, FWB, FFM, and FHL messages to CHAMP's TGS corresponding to NAIC import/export or transit requirements, and then TGS will take care of the rest – connecting to UAE, filing the correct information on time.
